习近平强调城市治理是国家治理体系和治理能力现代化的重要内容,一流城市要有一流的治理。党的十八大以来,围绕如何做好城市社会治理这一重大问题,习近平发表了一系列重要论述。这一重要论述强调党对城市社会治理的领导,完善党委领导、其他各方面有序参与的治理体制;明确了人民城市为人民的治理立场,必须将其贯彻在城市社会治理的全过程;要求必须实现治理重心下移,打通党和政府联系、服务群众的"最后一公里"创新和完善基层社区治理;更新了城市社会治理思路,阐述了城市社会治理精细化、智能化、法治化之路。

Abstract:

Xi Jinping stressed that urban governance is an important part of the modernization of China’s governance system and capacity, and first-class cities should have first-class governance. Since the 18th CPC National Congress, Xi Jinping has made a series of important remarks on how to improve and perfect urban social governance. These remarks include the following aspects. First of all, the remarks emphasizes the party’s leadership status and the governance system in which the party committee’s leadership should be perfected and other social layers’ participation is supposed to be arranged orderly. Secondly, the remarks make it clear that the urban governance should be people-orientated, which must be upheld in the whole process of urban social governance. Next, the grassroots community governance should be innovated and perfected by shifting the focus downward to primary-level governance and removing the last hurdle in connecting and serving people of the party and governments. Besides, the remarks refresh the ideas and clarify in detail how to implement urban social governance in delicate, intellectualized, and legalized ways.
