新时代深化文化体制机制改革是推动强国建设、助力民族复兴的关键举措,内蕴了深刻的意识形态逻辑。在意识形态比较逻辑上,中西方文化体制机制在文化根基、制度形态及改革路径等方面存在显著差异。在意识形态价值逻辑上,社会主义意识形态是文化体制机制改革的指南针、黏合剂和守护盾,起到了引领文化发展方向、凝聚社会共识、保障国家文化安全的作用。在意识形态双向互动逻辑上,新时代文化体制机制改革是驱动意识形态创新发展的引擎,社会主义意识形态是掌舵文化体制机制改革航向的灯塔,二者紧密联系,不可分割。文章建议在意识形态层面推动新时代文化体制机制改革:要筑牢理论根基,强化思想引领;要推进媒体深度融合,加速传播效能飞跃;要完善网络监管机制,健全综合治理体系;要繁荣文艺创作生态,推动社会主义文化蓬勃发展。

Abstract:

Deepening the reform of the cultural system in the new era is a key initiative to promote the construction of a strong nation and the revitalization of the nation, and it is embedded with a profound ideological logic. In terms of comparative ideological logic, there are significant differences between the cultural institutions of China and the West in terms of cultural roots, institutional forms and reform paths. In the logic of ideological value, socialist ideology is the compass, glue and guardian shield for the reform of the cultural system mechanism, and plays the role of leading the direction of cultural development, cohesion of social consensus, and safeguarding national cultural security. On the logic of two-way ideological interaction, the reform of cultural institutions and mechanisms in the new era is the engine driving the innovation and development of ideology, and socialist ideology is the lighthouse steering the direction of the reform of cultural institutions and mechanisms, and the two are closely linked and inseparable. To promote the reform of cultural institutions and mechanisms in the new era at the ideological level, it is necessary to build a firm theoretical foundation and strengthen ideological leadership; to promote the in-depth integration of the media and accelerate the leap in communication efficiency; to improve the network regulatory mechanism and sound comprehensive governance system; and to prosper the creative ecology of arts and culture, and to promote the development of a flourishing socialist culture.
